Elmvale Active Seniors Residence Receives MZO
Township of Springwater / November 3, 2020 – The Elmvale Active Seniors Residence (EASR) has received a Ministerial Zoning Order (MZO) from the Minister of Municipal Affairs and Housing to proceed with a site plan for a senior’s residence on Queen Street in Elmvale.
An MZO is part of the Ontario Planning Act and allows the Minister of Municipal Affairs and Housing to make a final ruling on how a piece of land can be used. An MZO cannot be appealed to the Local Planning Appeal Tribunal (LPAT).
The proposed senior’s complex includes up to 240 one and two bedroom, affordable senior’s apartments with underground parking and a medical centre.
The project was first presented to Springwater Council on December 4, 2019. On January 15, 2020, the Board of the EASR submitted a letter to Springwater Council requesting the Township’s support in obtaining an MZO from the Minister of Municipal Affairs and Housing. Their request indicated that an MZO would reduce costs and wait times associated with an Official Plan Amendment. Council unanimously approved the request for support. On March 10, 2020, the County of Simcoe also approved a request of support for an MZO.
The next step of the project will include the site plan approval process in consultation with the Township and applicable authorities.
