Simcoe staff sent the message below and attachment to County councillors on January 2, 2019. Springwater Council, in its January 9th meeting, will be discussing this and next steps regarding the Springwater local official plan and rezoning amendments with respect to this.
Today we received notification that the Ministry of Municipal Affairs and Housing (MMAH) has approved the County Official Plan Amendment for the Environmental Resource Recovery Centre (ERRC) at 2976 Horseshoe Valley Road West, Springwater (details are found on the provincial Environmental Registry here). This Official Plan Amendment approval has the standard 20-day appeal period requirement, which is noted in the MMAH Notice of Decision.
Initiated in 2014, County Council directed development of this infrastructure to support long term waste management operations and further our commitment to environmental leadership and diversion. Receiving provincial land use approval is an important milestone and follows a comprehensive, multi-year siting and land use planning process, an investment in a long list of environmental, technical, and business case studies, and extensive consultation with the public, Indigenous communities, and agencies. We continue to work with the Township of Springwater on the required local land use changes and additional studies required to support development of this critical infrastructure – infrastructure that will allow us to prudently plan future operations and prepare for the closure of County landfills and new provincial waste policy. Staff look forward to providing County Council with a thorough update on the ERRC project and our waste management operations as the new session begins. Being cognizant of the sensitivities of developing this type of project, we are committed to on-going, meaningful engagement as development continues.
