Donation to Sara Vista

Springwater Council, at its April 15th meeting, voted to donate $2000 to the Sara Vista Long Term Care Home in Elmvale, to be used as they deem appropriate in their challenges with COVID-19. The funds will be provided from the Tax Rate Stabilization Fund. We respect and appreciate all of the hard work the staff and residents are performing to keep all of them safe.

2019/2020 Impact Report

Springwater Township Council want to keep you informed with an overview of projects and initiatives undertaken in 2019 and a look at what to expect in 2020, as best we can determine in these challenging times. Street Sweeping

Street sweeping in Springwater was delayed a week due to the cold snowy weather which moved through the area last week. When the ground is too cold the sand sticks to the ground and makes it impossible to sweep up. The street sweeping has started in the south end and will move north. Please remember to not rake your sand into piles at the side of the road, since the sweeper is unable to pick-up piles. Rather, pile the sand in a continuous row.

Elmvale Food Bank Building Project

Contractors will be breaking ground on the new Elmvale & District Food Bank facility in approximately 2 weeks! In February 2019, the Township of Springwater committed to a one-time capital contribution of $100,000 towards the construction of a new facility for the Food Bank. The Elmvale Food Bank has fundraised $100,000. The municipality has also agreed to front end the necessary funds in excess of $200,000 to be repaid over a period of up to 10 years.

The new Food Bank facility will be located at 62 Yonge St. N in Elmvale. Construction is expected to be completed in early fall, with occupancy before the busy Thanksgiving season.

Until that time, the Elmvale Food Bank remains open and operational at 35 Queen St. W on Wednesdays from 4:00 – 6:00 pm and Thursdays from 10 am – 12 noon with appropriate physical distancing. During these challenging times, the Food Bank will not be taking financial information from anyone in need and if you require assistance you are urged to contact them at 705-322-9096.

Simcoe County 2019 Fiscal Year End Results

Overall, the 2019 year-end surplus for operating and capital is the relatively small amount of $1.1M of the County’s $548M budget. Due to the exceptional circumstances from the COVID-19 pandemic, County staff recommends that the 2019 surplus be transferred to the General Contingency Reserve. Previously, any surpluses have been directed according to appropriate needs in a particular year. Given this extraordinary present situation, the recommendation is prudent.

Ministerial Zoning Orders (MZO’s)

In January the non-profit corporation Elmvale Active Seniors Residence (EASR) submitted a letter to Warden Cornell and members of County Council, requesting the County’s support for their application for an MZO to facilitate the development of a seniors retirement campus on the border of Elmvale. This was approved and the letterof support has been submitted by the County to the Ministry.

Council was also asked to consider an MZO for the County’s Environmental Resource Recovery Centre (ERRC) project, which is planned to provide waste management infrastructure in the Freele Tract forest on Horseshoe Valley Road West, for the next curbside collection contract in 2022. The County has proceeded with this to try to accelerate the planning process, which continues to be tied up with the Local Planning Appeals Tribunal (LPAT). Springwater will continue to pay close attention to the planning specifics of this to ensure the right details and controls are incorporated into the final project.

Please continue to practice appropriate physical distancing and protective measures. With this continuing, the Provincial strategy to try to return to a new normal will be able to be accelerated.
