Council and Staff accomplished much in 2015. Some selected items are as follows:

Community Development:

  • Increased funding contribution for the Elmvale District High School partnership proposal;
  • Completion of Recreation Master Plan, which included three public open houses, a session with the Recreation Service Boards, 399 individual surveys completed and 21 user group surveys completed;
  • Increased investment in local events (Maple Syrup Festival, Tap Into Maple, Festival at Fort Willow, Elmvale Fall Fair, Savour Simcoe);
  • Heritage Committee approved the design and installation of Penetanguishene Heritage Signs;
  • Installation of playground equipment at Ravines of Matheson Creek;
  • Completion of Outdoor Fitness equipment at Bishop Park;
  • Completed upgrades to Hillsdale and Phelpston Community Centres;
  • Refurbishment of the North Simcoe Rail Trail from Rainbow Valley Road to Hwy 26;
  • 9th Annual Springwater Swing Golf Tournament raised over $15,000 for charity – included 8 local merchants in the Shop Springwater component;
  • Created a new “5-pass” fitness card to offer flexibility and a ‘drop in’ Pilates class out of the Midhurst Community Hall;
  • Hosted the Volunteer Appreciation evening (Nov 19/2015);
  • Formed a Joint County and Springwater Accessibility Committee;
  • Established a Finance & Audit Committee;
  • Hosted first Senior’s Fair in conjunction with the Alzheimer Society;
  • Participated in Georgian Bay Reads – a five library event “defending” a Canadian author;
  • Forged a partnership with Elmvale District High School resulting in Open Mic event, Prom Prep and Re-Purpose Fashion show;
  • Hosted 1st Volunteer Tea.

Growth Management:

  • Development of growth assumptions and key inputs for the Township’s Long Range Financial Plan;
  • Phase 1 of the Township’s first Community Improvement Plan nearing completion;
  • Development of new Strategic Plan for the Township;
  • Consideration of 20,000 Population Allocation Program;
  • Commenced preliminary discussions involving a new Official Plan for the Township.

Infrastructure, Financial Management and Service Delivery:

  • Completed the changeover to the new National Fire Protection Standards for training of firefighters;
  • Completed a Master fire Plan update;
  • Created a Carbon Monoxide awareness program as per legislation to be carried out during Alarmed for life program;
  • Achieved Annual compliance and training for Emergency Management compliance with the Ontario Fire Marshal and Emergency Management Office;
  • Implemented a number of online/automated processes, such as: Septic Bed Re-Inspection, Council delegation request and Fire Permits;
  • Implemented an outsourced IT Model with a view of achieving savings and increase capacity to address special projects;
  • Initiated Fleet-Complete GPS Pilot that will track fleet function and task, such as plough, sand or on standby;
  • Approval of the 2015 Township Budget of overall property tax increase of 1.59% or $54.70 increase on the average assessed residence;
  • Approval of 2014 Consolidated Audited Financial Statements with a clean audit opinion;
  • Adopted a septic re-inspection bylaw and commenced inspections;
  • Updated building permit fees which were last updated in 2008;
  • Developed a certified model program for stock building permit plans review on subdivision housing-
  • Implemented a more efficient cataloguing service resulting in more efficient customer service.

    Key Working Initiatives:

Green Agenda

  • Conversion of Cobra Head street lights, Traffic Control lighting and building lighting to LED’s resulting in significant long term financial savings.

Communication

  • Open transparent government initiatives which included live stream of Council meetings;
  • Town Halls held in Minesing, Elmvale and Midhurst as well as regularly scheduled Midhurst Resident Liaison Group Meetings;
  • Stakeholder meetings were held for the Township’s Long Range Financial Plan and Recreational Master Plan;
  • Installed Smart TVs in each library branch to enhance communication of library events/services.
